Wolfern is a small market commune in the Steyr-Land district, and like hundreds of similarly modest Austrian municipalities, it issued Notgeld during the acute small-change shortage that followed World War I. These emergency issues were a purely local administrative response — the commune printed what the post office and corner shops needed, not what any central bank sanctioned. Edlmayr's signature as Bürgermeister gave the scrip its only legal backing: the authority of a local mayor over a few hundred residents.
At 40 x 28 mm, this is among the smallest paper Notgeld formats encountered in the Upper Austrian series — barely larger than a postage stamp.
