The St. Lawrence Seaway, opened in 1959 after decades of diplomatic friction between Canada and the United States over construction rights and toll structures, fundamentally redirected Great Lakes shipping away from U.S. rail networks. The joint infrastructure project required flooding several communities in the upper St. Lawrence valley — entire towns were relocated before the gates closed.
