The 2008 Kookaburra kilogram issue was part of a series Perth Mint had run since 1990, but by 2008 the program had become one of the few government-backed silver bullion series globally to change its reverse design annually — a deliberate strategy to drive collector demand alongside bullion interest. That annual-change policy, unusual among sovereign mints at the time, kept secondary market premiums stubbornly high relative to spot.

Elizabeth II's fourth portrait, by Ian Rank-Broadley, had been in use since 1998 across Commonwealth issues.
