Yugoslavia's 1974 constitution devolved significant economic authority to "self-managing interest communities" — semi-autonomous bodies responsible for financing specific public services. The Samoupravna Interesna Zajednica za Ceste Hrvatske was the Croatian roads community, and this 30 Dinara note was issued as a form of internal payment scrip, most likely used to settle obligations between associated enterprises and workers tied to road construction and maintenance funding.
