Hospital de S. José issued these small-denomination cédulas during the severe coin shortage that gripped Portugal after the First World War. With the escudo replacing the réis and metallic coinage effectively vanishing from everyday commerce, hospitals, municipalities, and private firms across the country issued their own emergency paper to fill the gap — a sanctioned chaos that the Banco de Portugal tolerated out of necessity.

Arcos de Valdevez is a small municipality in the Minho, far from the major monetary centers, which makes local survival rates for these cédulas poor. Institutional issuers like hospitals often printed in small runs and rarely kept archives.
