Issued to commemorate the thirtieth anniversary of the 1991 Paris Peace Agreements, which formally ended over two decades of civil conflict and foreign intervention in Cambodia. The decision to produce a commemorative denomination of 30,000 riels — a figure with no precedent in regular Cambodian circulation — directly mirrors the anniversary year, a design choice the NBC has used before with similar commemoratives.
Oberthur Fiduciaire in Rennes has printed Cambodian notes for decades, and the hybrid substrate here is notably modest in its security specification — a single watermark is a thin feature list for a 2021 issue, even a commemorative one with no circulation role.
