The International Year of Disabled Persons was designated by the United Nations for 1981, prompting a wave of commemorative issues from member states. Turkey's participation was largely nominal — the country was under military rule following the September 1980 coup, and the junta government used internationally sanctioned commemorative programs partly as a means of maintaining diplomatic normalcy during a period of suspended civil governance.
