Chinese provincial food stamps (liangpiao) were administered through a national rationing system that had been in place since 1955, tying grain allocations to household registration. Hunan Province issued its own regional stamps valid only within provincial borders — a traveler crossing into another province needed to exchange them for national-issue coupons at the local grain bureau, a bureaucratic friction deliberately built into the system to control population movement.

The 3 shi jin denomination covers a unit of measurement that was itself a political compromise: the "market jin" (市斤), standardized at 500 grams in 1959, replacing older regional weight variations.
