Chinese provincial food stamps — liangpiao — were ration coupons issued by local grain bureaus under the state rationing system that ran from 1955 into the early 1990s. Each province issued its own series, and crucially, they were non-transferable across provincial borders: an Anhui coupon was useless in Jiangxi. This rigid geographic restriction reflected the hukou household registration system as much as any grain logistics policy.
The 1972 date places this squarely in the later Cultural Revolution period, when provincial bureaucracies were still operating under significant political disruption. Anhui was among the harder-hit provinces during that period's agricultural dislocations.
