The "Top Secret" series, issued by the Bank of Russia, commemorates the history of Russian foreign intelligence — specifically the SVR RF and its Soviet predecessor, the KGB's First Chief Directorate. The 2022 installment falls during the same year Russia launched its full-scale invasion of Ukraine, a geopolitical rupture that prompted sweeping Western sanctions targeting Russian financial institutions, including restrictions affecting the Bank of Russia itself.

Collector demand outside Russia for this series dried up almost entirely after February 2022.
