The Moscow Savings Bank — Moskovskiy Sberegatelny Bank — was founded in 1841 under Nicholas I as part of a broader imperial push to formalize retail savings infrastructure across Russia. It was among the first institutions in the country designed explicitly to receive deposits from ordinary citizens rather than merchants or nobility. The 2001 commemorative marks its 160th anniversary.

Bank of Russia commemorative silver issues of this period were struck in relatively modest quantities and saw almost no circulation, moving directly into collector channels through authorized dealers.
