Obverse description At centre, the two-headed eagle emblem of the Bank of Russia after the design of Ivan Bilibin occupies the field, with wings spread and crowned heads facing left and right. A beaded inner circle frames the central device, within which the semicircular legend «БАНК РОССИИ» (Bank of Russia) curves below the eagle. Along the upper rim runs the denomination legend «ТРИ РУБЛЯ» (Three Roubles), while the date «1999» appears along the lower rim. To the left of the eagle, the metal designation and fineness «Ag 900» are inscribed; to the right, the fine metal content «31,1» and the Saint Petersburg Mint monogram «СПМД» are noted.
