| Obverse description | At the center of the mirror-polished field stands the state emblem of the Russian Federation: a double-headed eagle displayed, each head surmounted by an imperial crown, with a larger crown above connected by a ribbon, holding a scepter in the right talon and an orb in the left. The shield on the eagle's breast depicts St. George on horseback slaying a dragon. The circular legend РОССИЙСКАЯ ФЕДЕРАЦИЯ arcs along the upper rim in Cyrillic. Saransk entered the international spotlight when it was selected as one of eleven Russian host cities for the 2018 FIFA World Cup — a decision that drove substantial federal investment into a city of roughly 300,000 that had previously held little infrastructure for events of that scale.
