The Rostov-on-Don branch of the State Bank began issuing its own regional notes in 1918 as central authority collapsed following the Revolution. Rostov changed hands multiple times during the Civil War — between the Whites, the Reds, and the Don Cossack forces — and local scrip of this kind had a habit of becoming worthless overnight depending on who controlled the city that week.
The S-prefix in the Pick reference places this squarely in the South Russia regional issues, a category notorious for short print runs and rapid demonetization. Survival rates vary sharply even within the same series.
