In the chaotic months following the Bolshevik revolution, the Chita branch of the State Bank — operating in territory that would briefly fall under Ataman Semyonov's control — resorted to overprinting or adapting existing fiscal material to meet a catastrophic shortage of small-denomination currency. Revenue stamps pressed into emergency monetary service were a stopgap used across multiple Siberian and Far Eastern localities during 1917–1918, each issuing authority improvising independently as supply lines from Petrograd collapsed entirely.

The "Type 2" designation indicates at least one earlier variant exists, likely differing in overprint placement, ink color, or authorization text — distinctions that matter considerably to specialists in Siberian Civil War issues.
