The Construction Administration of the Black Sea Railway was one of dozens of regional and quasi-institutional bodies that began issuing their own surrogate currency during 1918 as the Bolshevik consolidation disrupted normal banking and coin supply across the Caucasus approaches. These notes circulated as wage tokens among construction laborers — a captive workforce with no practical access to alternative exchange. The issuer was not a bank and had no reserve obligations.
Printed locally in Sochi, the notes are crude by any measure, which is precisely what makes provenance verification straightforward — there was no outside printer to complicate attribution.
