The Baku City Council began issuing emergency local currency in 1918 as the city passed through an extraordinary sequence of governments — the Baku Commune under Shaumian fell in August 1918, followed briefly by the Central Caspian Dictatorship, then Ottoman-backed Azerbaijani forces, and finally British occupation by late September. Notes issued under the City Council's authority were a pragmatic stopgap during a period when no single administration could guarantee any monetary stability beyond the municipal level.
The P#S722 emission belongs to a broader category of Russian Civil War–period municipal scrip, where local bodies stepped in precisely because no national currency commanded confidence. Survival rates vary sharply — much of the Baku municipal paper was rendered obsolete within months and discarded accordingly.
