The Amur Region Zemstvo was one of dozens of local Russian administrative bodies forced to print their own emergency notes after the February Revolution severed reliable currency supply from Petrograd. By late 1917, the collapse of central banking infrastructure across Siberia and the Far East made local scrip a practical necessity rather than a political statement — though the Amur zemstvo issues would soon find themselves competing with Kerensky notes, Siberian government paper, and eventually Japanese-backed currency as the civil war deepened.
The S-prefix Pick classification reflects its status as a local emergency issue rather than a nationally authorized series. Surviving examples are moderately scarce; most circulated hard in a region where banknote alternatives were few.
