The 1991 Gosbank series was the last Soviet issue before the USSR ceased to exist — these notes entered circulation as the union was already dissolving, and the August coup attempt that same year triggered a brief but chaotic run on savings that left many denominations in short supply. The 3-rouble denomination had existed as a note almost continuously since the early Soviet period, an unusual fixture given how few countries maintain a three-unit paper denomination.

Goznak had printed Soviet currency without interruption since the 1920s. Within a year of this note's issue, the institution was printing money for a different country entirely.
