The 1947 Soviet currency reform was one of the more punishing monetary resets of the postwar period. Notes were exchanged at 10:1 against old wartime currency, with savings above 3,000 roubles subject to even harsher conversion ratios — a deliberate move to wipe out wealth accumulated through black market activity during the war years. This 3-rouble note entered circulation as part of that replacement issue.
The "16 scrolls" designation distinguishes it from the rarer 15-scroll variety, a minor plate difference that has become the primary collector variable within this pick number.
