Leopold I's Silesian pfennig issues of this period were struck under the administrative umbrella of Habsburg control over Breslau, a city that had been absorbed into the Habsburg domain following the Bohemian succession in 1526. By 1703, Leopold was simultaneously managing the War of the Spanish Succession and suppressing the Rákóczi uprising in Hungary — small denominational coinage like this kept local commerce moving while imperial finances were stretched across multiple fronts. Billon was the practical choice: silver supplies were under pressure, and the copper content kept production viable.
