Passau's wartime small-change shortage was acute enough that the city issued denominations as low as 3 Pfennig — a value so trivial it speaks to the near-total disappearance of metal coinage from everyday commerce during the First World War Kleingeldersatz period. At 20 × 20 mm, this is among the smallest Notgeld pieces produced by any German municipality, and handling attrition means genuinely uncirculated survivors are disproportionately rare relative to how many were originally printed.
