Charles II ruled the Inner Austrian lands — Styria, Carinthia, and Carniola — as an archduke under Habsburg partition, never Holy Roman Emperor. His reign was defined by relentless Ottoman pressure on the southeastern frontier and an aggressive Catholic counter-reformation he personally drove against Protestant nobles in his territories. The 3 Kreuzer issues of the early 1590s were minted under that fiscal strain, with frontier defense demanding constant liquidity from the Inner Austrian treasury.

KM# 10.2 distinguishes this from the .1 variety by mintmaster or die configuration — the Graz mint was the sole striking facility for Inner Austrian small silver throughout this period.
