Obverse description The obverse is printed in dark blue-green on a teal guilloche underprint. The denomination numeral '3' appears in ornate foliate cartouches at left and right, with the issuing authority inscribed in a curved arc across the upper portion in both Slovak and Czech. The centre field carries the value inscription 'TŘI KORUNY ČESKOSLOVENSKÉ' repeated on either side of a large central numeral '3' set within a decorative rosette, while the date '1961' and a two-letter/six-digit serial number in red appear along the lower margin.

The 1961 Czechoslovak státovka issues — state treasury notes, not central bank obligations — reflect the country's post-1948 monetary architecture, in which the státní banka handled credit functions while small denominations were issued directly by the state. The 3 Kčs denomination is the odd one out in most Western decimal systems, but Czechoslovakia maintained it through several currency reforms as a practical concession to everyday retail pricing under the planned economy.

A print run of just over 12 million is modest for a circulating low denomination, and survivors in fresh condition are less common than the numbers suggest — these were working notes, handled constantly and rarely saved.
