Reverse description The reverse is divided into two columns of printed Russian text on plain paper. The left column sets out the conditions of acceptance of the transport certificates as legal tender at state transport institution cashiers up to 1 March 1924, and their exchangeability for denznak currency at NKPS cashiers from 1 February to 1 March 1924. The right column reproduces the Decree of the Council of People's Commissars authorising the People's Commissariat of Ways of Communication to issue interest-free bearer obligations (transport certificates) in series of one million roubles each, redeemable by 1 March 1924.
Reverse lettering Транспортные сертификаты принимаются по 1-ое марта 1924 года во все платежи в кассах государственных транспортных учреждений (железных дорог, речного и морского транспорта) по курсу золотого рубля Котировальной Комиссии.
Транспортные сертификаты могут быть также с 1-го февраля по 1-ое марта 1924 года предъявлены в кассах НКПС для оплаты дензнаками по курсу Котировальной Комиссии.

Народному Комиссариату Путей Сообщения разрешается выпустить беспроцентные заемные обязательства (транспортные сертификаты) сериями, по 1 миллиону рублей каждая, с полным погашением их путем приема в платежи или выкупа к 1-му марта 1924 года.

The People's Commissariat of Ways of Communication — known by its Russian acronym NKPS — issued these transport certificates during the currency chaos of the early NEP period, when the Soviet state was simultaneously running multiple parallel monetary instruments. The NKPS had its own quasi-monetary authority because the railway network operated as a semi-autonomous economic unit; workers and freight operators dealing with rail transport were often paid or credited in these certificates rather than in the depreciating sovznaki then flooding the broader economy.

The gold rouble denomination is notional — pegged to the pre-revolutionary gold standard as a stabilizing fiction while the chervonets system was still being established. P#176 sits in a transitional moment that lasted barely two years before unified Soviet currency discipline rendered these transport-specific instruments obsolete.
