Tromelin Island has no permanent population, no economy, and no legitimate need for coinage. The "Scattered Islands" designation covers several French-administered territories in the Indian Ocean that exist primarily for their exclusive economic zones and strategic positioning — Tromelin itself is staffed only by a small meteorological detachment. These fantasy issues, sold directly to collectors, exploit the French territorial designation without any pretense of circulation.
The brass-and-colorized-paper composition is the tell. No functioning monetary authority issues paper-laminate coins.
