Austria's "3 Euro Animal" series, launched in 2016, was deliberately priced to attract children and first-time collectors — the face value itself was a marketing decision, chosen because no circulating denomination exists at that level, making hoarding essentially guaranteed. The bat issue was the first in the run, which would eventually expand to cover a dozen European species.
The Austrian Mint struck these in relatively high quantities for a commemorative, banking on the novelty price point. Most never saw a transaction.
