No U.S. government authority has ever issued a $3 denomination in any series, silver certificate or otherwise — the denomination simply does not exist in American monetary history. This is a privately produced novelty item, printed in Switzerland by Gammaprint, with no legal tender status and no connection to the U.S. Bureau of Engraving and Printing. Such pieces are commonly sold as souvenirs or gag gifts and carry no numismatic value in the conventional sense.
