Colonel William Bell served as Bermuda's Postmaster General from 1812 until his death in 1848, and it was his initiative that produced the island's first postage stamps in 1848 — among the earliest government-issued stamps in the Western Hemisphere. The so-called "Perot stamps," named for his successor, are today museum pieces, but Bell's administrative groundwork made them possible. Bermuda's commemorative coinage program has repeatedly revisited this postal history as a point of genuine local distinction rather than imperial ceremony.
