Niue has operated as a prolific licensing platform for commemorative silver since the 1990s, issuing coins under its authority while having virtually no domestic coin-using economy of its own. The arrangement suits both parties: the Cook Islands–affiliated territory collects licensing revenue, and private mints gain access to a legitimate issuing authority.
