The chervonets series of the 1930s occupied an awkward position in Soviet monetary policy — nominally gold-backed instruments inherited from the NEP-era reforms of 1922, but by 1937 functioning as ordinary circulating currency with no meaningful convertibility. The 3 chervontsa denomination is the least common of the series; the 1 and 5 chervontsa notes circulated far more heavily and consequently survive in greater numbers.

Goznak had been producing Soviet state paper since the early 1920s and by this period was printing under strict NKVD security protocols — note production figures were classified information.
