Tannu Tuva occupied a peculiar political position in 1940 — nominally an independent republic, but effectively a Soviet satellite state since 1921, with the USSR controlling its foreign affairs and military. The Tuvan People's Revolutionary Bank existed as a formal institution largely because the fiction of independence required one. These 1940 notes were the last series issued before Tuva was formally annexed into the Soviet Union in 1944 and absorbed into the Russian SFSR as Tuva Oblast.
The 3 akşa denomination is among the more obscure pieces in the series. Surviving examples are genuinely rare — Tuva's tiny population and complete Soviet economic absorption meant redemption was swift and thorough.
