Mongolia's 1997 lunar series issues were produced under contract by foreign mints — the Bank of Mongolia had no domestic facility capable of striking large-format silver pieces to this specification. The Year of the Ox sits within a run of twelve-year cycle commemoratives that Mongolia began issuing in the mid-1990s primarily for the export collector market, with distribution handled almost entirely through European and North American dealers rather than domestic channels.

Mintages for this series were never officially published by the Bank of Mongolia, which complicates census work considerably.
