Thailand's 1981 International Year of Disabled Persons, proclaimed by the United Nations, prompted a wave of commemorative coinage globally, but few issuing authorities produced a piedfort response. The Royal Thai Mint's decision to strike this type in piedfort — double the standard planchet thickness — was almost certainly driven by collector demand rather than any ceremonial directive, as piedfort gold issues were fashionable among serious accumulators in the early 1980s.

Rama IX, Bhumibol Adulyadej, reigned for 70 years — the longest of any Thai monarch — and his association with humanitarian causes gave commemoratives issued under his name unusual cultural weight domestically. KM#P4 designation confirms this as a pattern or piedfort classification in Krause, distinct from the standard circulation or proof strikes of the same program.
