Somalia's 250 Shillings series from the mid-2000s was produced almost entirely for the collector market, not domestic circulation — the country had no functioning central bank at the time and the Transitional Federal Government, established only in 2004, lacked the infrastructure to distribute coinage internally. KM#146 is part of a broader run of novelty issues licensed through private minting agencies, a practice that generated revenue precisely because the Somali state name carried legal tender status on paper while the coins never touched Somali soil.
