Somalia's 1997 commemorative program was largely a commercial venture brokered through the Coin Program International licensing arrangement, producing legal-tender issues for a state that had no functioning central government at the time — the original Somali state having collapsed in 1991. The Kyoto Protocol was adopted in December 1997, making this one of several dozen environmental and world-event commemoratives issued under Somalia's name during this period by private minting contractors, most commonly Pobjoy Mint.

The "Central Bank of Somalia" named on such issues was effectively a nominal authority.
