Somalia's late-1990s and early-2000s wildlife coin program was produced entirely without meaningful authorization from a functioning central government — the state had effectively collapsed in 1991, and the "Republic of Somalia" issuer credit on these pieces refers to a transitional authority with no operational mint, no currency infrastructure, and no domestic circulation network. The actual striking was contracted to foreign mints serving the collector market.
KM#143 is part of that commercial series. It reached no Somali pocket.
