The Transcaucasian Commissariat existed for roughly four months in early 1918 — a short-lived attempt by the Mensheviks, Dashnaks, and Musavatists to hold together a unified Transcaucasian political body after the collapse of Russian imperial authority. The commissariat issued its own paper money largely because the ruble supply from Petrograd had become unreliable, not because it had any functioning central bank infrastructure to back the notes.
By May 1918 the federation had dissolved into three separate republics, each of which then scrambled to establish its own currency. This note was almost immediately obsolete.
