Obverse description The centre of the obverse is occupied by an ornate interlaced Cyrillic monogram rendering the denomination '250', set within an elaborate scrollwork cartouche over a pale green floral and foliate guilloche underprint. The numeral '250' repeats within decorative frames at upper left and upper right. Three signature lines with Cyrillic titles run across the lower portion, flanked on either side by stylised palm-tree vignettes.

The Semireche Region — a vast territory centered on what is now southeastern Kazakhstan and northern Kyrgyzstan — issued its own emergency currency during the Civil War period when the Bolshevik advance had severed the region from central monetary supply. The Semireche State Bank operated under the White forces, and notes like this 250 Rouble were necessities of military administration rather than products of any conventional banking structure.

Semireche issues are among the rarer provincial Civil War emissions. The region's geographic isolation, combined with the rapid collapse of anti-Bolshevik control by late 1919 and early 1920, meant production runs were short and redemption never occurred.
