Obverse description Short-term treasury obligation (краткосрочное обязательство) with the denomination '250' in large numerals at left within an ornamental vertical panel bearing a double-headed eagle vignette. The main text field sets out the redemption promise payable at the State Bank and its offices, with a maturity date of 1 April 1920 stated at upper right alongside the denomination 'РУБ. 250'. Two manuscript signatures of the Director of the State Treasury Department and the Chief of the Accounting Division appear in the lower portion, with a serial number below, issued at Omsk, 1 April 1919.

The Siberian Provisional Government at Omsk issued this note under Admiral Kolchak's White movement administration, one of several competing monetary authorities printing currency across Russia during the Civil War. The 250-rouble denomination placed it in the mid-range of the Omsk emission series, intended to cover the gap left by the collapse of Tsarist and early Provisional Government supply lines into Siberia.

Printed locally at Omsk rather than abroad — unlike some White government issues that relied on foreign presses — the production quality reflects the constraints of wartime improvisation. The Kolchak administration collapsed in late 1919, and Omsk fell to Bolshevik forces in November of that year, cutting short redemption of the entire series.
