The Chaikovskiy Government — formally the Provisional Government of the Northern Region, backed by Allied intervention forces operating out of Arkhangelsk — issued this note during one of the more peculiar episodes of the Russian Civil War. Nikolai Chaikovskiy, the Socialist Revolutionary who headed it, led an administration that existed largely because British and American troops were present to keep it alive. When Allied withdrawal became inevitable in 1919, the government's financial instruments became worthless almost overnight.
The perforation cancellation on this note is the significant detail. Surviving perforated examples were officially cancelled before or during the evacuation and monetary wind-down — a deliberate demonetization procedure rather than a collector affectation.
