Macau's gold dragon issues of this period were struck in the final months of Portuguese administrative control — the handover to China had occurred in December 1999, making this 2000-dated piece one of the earliest numismatic releases under the new Special Administrative Region. The dragon cycle carried particular weight that year, given the political symbolism attached to the animal in Chinese culture and the timing of the transition.
KM#99 was produced by the Imprensa Nacional-Casa da Moeda in Lisbon, continuing a minting relationship that outlasted Portuguese sovereignty itself.
