The 250 Karbovantsiv was issued by the Ukrainian State Treasury under the Hetmanate government of Pavlo Skoropadsky, which replaced the Central Rada in April 1918 following German military intervention. The new regime needed its own instruments of exchange fast, and the note was produced under considerable time pressure while German and Austro-Hungarian forces still occupied much of Ukrainian territory.
The Hetmanate collapsed in December 1918 as German forces withdrew, and the currency was swept away with it. Notes that survived the subsequent civil war chaos did so largely by accident.
