This issue commemorates the first anniversary of Saddam Hussein's formal assumption of the presidency in July 1979, a transfer of power from Ahmad Hassan al-Bakr that was anything but voluntary. Al-Bakr's resignation was announced abruptly; within days, Saddam had convened a Ba'ath Party assembly, read out a list of alleged conspirators, and had dozens of senior party members arrested or executed in front of their colleagues. The coin entered circulation just as Iraq was mobilizing for the September 1980 invasion of Iran.
