Kabupaten Labuhan Batu was one of dozens of Indonesian regional administrations that issued emergency currency during the Indonesian National Revolution, when the Dutch blockade severely disrupted the supply of officially printed Republican money. These kabupaten-level notes — produced locally and with minimal technical infrastructure — filled a practical void in areas where central government currency simply wasn't reaching. Rantau Prapat, the administrative seat of Labuhan Batu in North Sumatra, printed its own here.
The perforated control mark was a low-cost anti-counterfeiting measure common to these regional emissions, applied mechanically after printing. At this denomination, the note was intended for larger transactions — unusually high for a locally administered issue of this type and period.
