The 25 Sous of 1822 was produced specifically to address a chronic small-change shortage on Mauritius, a problem inherited from French colonial administration and never adequately solved under early British rule. The Treasury issue — rather than a Royal Mint commission — reflects the degree to which local authorities were left to improvise their own monetary solutions. Billon-grade silver at .500 fine was a deliberate economy, keeping production costs low enough to justify a coin whose face value was itself marginal.
