Somalia in 2001 had no functioning central government — the state had collapsed in 1991 and would not begin reconstruction until 2004. Coins bearing Somali authority from this period were produced entirely for the collector market by foreign minting contractors, with no meaningful circulation in the country itself. The "Star of India" theming has no particular connection to Somali history or territory.
