Somalia's 1998 commemorative issues were produced under contractual arrangement with foreign minting agencies during a period when the country had no functioning central government — the Transitional National Government wouldn't even be established until 2000. The coins were legal tender in name only, issued primarily for the collector market with no realistic circulation infrastructure behind them.
KM#53 belongs to a broader run of Somali commemoratives from the late 1990s covering maritime and transport themes, most struck at European facilities with no meaningful connection to the issuing authority beyond a licensing agreement.
