Somalia's 2001 coinage was produced during a period when the country had no functioning central government — the Transitional National Government had only just been formed that year and controlled almost nothing on the ground. These issues were struck by private minting arrangements abroad, their legal tender status largely theoretical in a country where clan militias, not monetary policy, governed daily commerce.
