The shift to brass-plated steel for this denomination was driven by a chronic shortage of the original copper-zinc alloy coins caused by systematic melting — small-denomination Philippine coinage was being pulled from circulation and sold as scrap metal at a profit, a problem acute enough that the Bangko Sentral ng Pilipinas reformulated the entire lower denomination series in the early 2000s. The magnetic steel core made the coins economically worthless to melt, undercutting the arbitrage entirely.
